"Investigatory powers bill not up to the task"

The British newspaper The Guardian published a letter, along with a petition, comdemning Theresa May's Investigatory powers bill, which would provide increased powers to the authorities in terms of surveillance of electronic communications. According to the signatories, the bill isn't in line with the international legal framework, which only allows wiretapping when it targets "individuals or premises", and only under condition of a "reasonable suspicion". Conversely, the bill allows "bulk interception warrants" and never mentions any condition of reasonable suspicion.
