How do disparities in the levels of cyber maturity and capability, territorial disputes and unresolved historical conflicts, and differing national priorities and regimes shape the cyber security landscape? What are the priorities in terms of cyber capacity building and strategic ICT development?

Yet the analogy of a "cool war" between the two countries is misleading considering the intensity of economic exchanges, diplomatic activities and strategic partnerships between the US and Asia and among Asian countries.  How did the US get to "yes" with China? How are strategic partnerships evolving within Asia? What are the priorities for the norm building process?

The exponential growth of the Internet has created many challenges to State sovereignty and called into question the model of Westphalia. The Snowden revelations, the rise of cyber enabled terrorism, conflicts of jurisdiction with platforms, trade competition and concerns about domestic stability, national security, human rights and national identity have caused states to attempt to assert control within their territorial boundaries and what they perceive as their corner of cyberspace.
